    I *think* the charger might relate to the front light system which looks like it could be battery pack operated. That front hub also might be a dynamo one perhaps (see that thick black wire wrapped around the front stem).

    For ‘not used’ that rear axle certainly looks rusted up enough and there’s definately some tread where on that front tyre!
